As a Systems Engineer, I want to select multiple individual users directly in the 'User' field of a notification template, so that I can target the right recipients per template without having to create and maintain a separate user group for each one.

Background:
I think it would be helpful if I could select multiple users in the “User” field within each notification template. I’d rather not have to create a separate user group for each notification template and maintain the users there, since we use different contact groups for each template. This feature would also be useful for SMS notifications, for example, since I can’t clearly assign the phone numbers to specific users at a glance and would prefer to manage the users instead.
