    Clarification needed on the "management console" and the context:
    if the Customer Portal for PRTG Hosted Monitor is meant - normal PRTG users (from inside the customer's hosted PRTG instance) can connect to it and not use any of the functionality like Upload etc.
    The only user that can do that by default is the subscription owner e-mail address (customer's e-mail address), which is also the first administrator account in the hosted PRTG instance.

    This very user can go into the Customer Portal (app.my-prtg.com) and promote other users (previously invited by them into the hosted PRTG instance) to an admin role which only refers to what they can do in the Customer Portal.

    If the instance was sold through a reseller they can go and use the same functionality (like upload) for the instances that were sold through them through the partner portal for PRTG Hosted Monitor (partners.my-prtg.com).
